Costa Rica - Permitted. Import, sale and use are permitted and controlled as tobacco products. All transactions must verify age (only adults over 18 years old). Advertising is not allowed. Use in public places is restricted. Czech Republic - Permitted. The import, sale, use and sale of electronic cigarettes are unrestricted. Estonia - Permitted. European Union - Permitted. It is allowed to import, sell, use and advertise. Germany - permitted. It is allowed to import, sell and use. The Supreme Courts of the two states ruled that electronic cigarettes and canned tobacco are not drugs under the "Drug Law" or the "Medical Device Law".

European Union - Permitted. It is allowed to import, sell, use and advertise.

Germany - permitted. It is allowed to import, sell and use. The Supreme Courts of the two states ruled that electronic cigarettes and canned tobacco are not drugs under the "Drug Law" or the "Medical Device Law". Germany is one of the countries with the most relaxed regulatory measures on electronic cigarettes. There are no special taxes on steam cigarettes, no regulations on cross-border sales, and only slight restrictions on advertising.

Indonesia - Permitted. The Indonesian government said that from the summer of 2018, it will levy up to 57% tax on non tobacco substitutes, including electronic cigarettes.

Israel - Allow. Import and sales are allowed.

Italy - Allowed. Import, sale and use are unrestricted. People under the age of 18 are prohibited from selling electronic cigarettes (only applicable to  containing liquid cigarettes).

Ireland - Permitted. It is allowed to import, sell and use.

Korea - Permitted. Here, electronic cigarettes are considered as tobacco products and are subject to tobacco control legislation. The tax revenue is very high. The report shows that the retail price of electronic cigarettes in South Korea is the highest in the world. HNB products are popular.

Latvia - Permitted. Electronic cigarettes can be sold to people over the age of 18.

Malta - Permitted. It is considered as a tobacco product, and its sales and use are allowed, but electronic cigarettes fall within the scope of the Tobacco Law. They cannot be advertised, used in closed public places, or used by adults over the age of 18.

Netherlands - Permitted. It is allowed to import, sell and use. The government tried to completely prohibit it, but it was overthrown in law: the court of Gravenhage in the Netherlands legalized the import and sale of electronic cigarettes and electronic liquids containing in civil court cases.

Poland - Permitted. It is allowed to import, sell and use.

Russia - Permitted. It is allowed to import, sell and use.

Tajikistan - Permitted. At present, the sale and use of electronic cigarettes are unrestricted.

Ukraine - Permitted but limited

UK - Permitted. It is allowed to import, sell, advertise and use. There are some restrictions on advertising. As far as we know, the UK is the only country in the world where electronic cigarettes are comprehensively and effectively regulated. The maximum content of  in tobacco oil allowed in the UK is 20 mg/ml. The bottle may contain more liquids with  content more than 10 ml. They must be child resistant and tamper resistant. The capacity of the atomizer sold cannot exceed 2ml.

USA - Permitted. It is allowed to import, sell, advertise and use. The US FDA has strengthened the control over the sale of electronic cigarettes this year to control the abuse of electronic cigarettes by teenagers, and requires electronic cigarette manufacturers to remove flavored electronic cigarettes from their shelves in physical stores.

Armenia - Permitted. The sale of electronic cigarettes and tobacco oils containing and without  is not regulated. In 2018, Philip Morris International (PMI) started the sales of its revolutionary smokeless product iQOS in Armenia.

Bosnia and Herzegovina - Permitted. Cigarette bombs containing  are not classified as tobacco products, so their sales are not controlled.

Bulgaria - Permitted. The sale and use of electronic cigarettes and containing cigarette bombs are legal.

Romania - Permitted. The sale and use of electronic cigarettes are legal.

Sweden - Allowed. It is legal for anyone to sell electronic cigarettes, but it is illegal to sell liquid to minors under the age of 18.

Switzerland - Permitted. In 2018, Swiss local enterprises successfully challenged the illegality of containing liquid in the federal court, immediately lifted the ban and sold liquid nationwide, as well as Liechtenstein, a neighboring country that follows the same laws.

New Zealand - Permitted. Electronic cigarettes have been legalized. The IQOS new tobacco product of Philip Morris International, which uses heating and non combustion technology, has been officially legalized in New Zealand.

France - permitted. Electronic cigarettes and liquid are considered consumer goods subject to the general product safety regulations, unless they meet the standards of medical licenses. It is prohibited to sell electronic cigarettes to people under the age of 18, as well as cigarettes with or without nicotine.
